The President of the United States takes pleasure in presenting the Legion of Merit with Combat “V” Device to 
Commander John M. Austin
United States Coast Guard 

For services as set forth in the following Citation:

For exceptionally meritorious conduct in the performance of outstanding service from 3 January to 18 December 1968 as Commander, Coast Guard Activities, Vietnam and Commander, Coast Guard Squadron One. Captain Austin led his Squadron in compiling an outstanding record of achievement while engaging the enemy in combat operations which included support of amphibious operations and raids, reconnaissance patrols, and search and rescue operations. In the detection, boarding and inspection operations of Market Time, Squadron One accounted for the seizure of tons of weapons, food and medical supplies, hundreds of Viet Cong suspects and North Vietnam personnel. Market Time and Salem operations resulted in the destruction of huge amounts of enemy fortifications, transport, support equipment and floating craft, in addition to an untold amount of casualties inflicted on the Communist aggressors. As Commander, Coast Guard Activities, Captain Austin pursued and led a rigorous program increasing the Aids to Navigation program’s effectiveness in the vital ports of Vietnam. His professionalism and leadership enhanced the programs of port security, explosive loading, and merchant marine safety and investigation. Captain Austin personally and aggressively led units of his command in the field on numerous occasions, and on one occasion was subjected to intense enemy machine gun fire. Captain Austin’s inspiring devotion to duty, superlative professional abilities and outstanding leadership were in keeping with the highest traditions of the United States Naval Service.
