LCDR Cart is a 2006 graduate of the U.S. Coast Guard Academy. After graduation, he first reported to the USCGC Mohawk, home-ported in Key West, Florida as a student engineer. In 2008, he assumed duties as the Executive Officer of USCGC Drummond in Miami Beach. Starting in 2010, LCDR Cart attended the University of Michigan, earning graduate degrees in Naval Architecture and Marine Engineering and Mechanical Engineering. Upon graduation in 2012, he was assigned to the U.S. Coast Guard Surface Forces Logistics Center in Baltimore, Maryland.  

As a member of the Medium Endurance Cutter Product Line, LCDR Cart was responsible for the maintenance and repair of 27 major cutters. Most notably, he served as the Port Engineer for USCG Barque Eagle during a significant service life extension project, supervising the major hull and habitability restoration project. In 2015, LCDR Cart assumed duties as the Engineer Officer onboard USCGC Steadfast in Astoria, Oregon, where he earned his designation as a permanent Coast Guard Cutterman. LCDR is a licensed Professional Engineer in the State of Maryland, and holds Department of Homeland Security certifications as a Systems Engineer and Program Manager. LCDR Cart joined the faculty at the U.S. Coast Guard Academy in the fall of 2017.
